Description from war.gov

This document is an administrative, programmatic, or contractor-produced record related to the Advanced Aerospace Weapon System Applications Program (AAWSAP), a Defense Intelligence Agency (DIA)-administered program active from 2008 to 2012. AAWSAP’s official scope of work identified 12 technical research areas relating to potential aerospace threats over a time horizon of more than 40 years. As part of the broader program record, the file documents how AAWSAP was scoped, organized, tasked, funded, executed, or described at a particular point in time. This April 2010 Bigelow Aerospace Advanced Space Studies (BAASS) investigation report documents field deployments to a Utah property and surrounding communities during March and April 2010. The report states that BAASS personnel interviewed local residents, law enforcement officers, ranchers, business owners, and tribal community members about reported anomalous events; used handheld sensors to collect environmental measurements; planned plant-based biosensor experiments; and sought photographic, acoustic, and chemical evidence of purported anomalous phenomena. It also records extensive reported accounts involving “dog-like bipedal creatures,” orbs of light, “little people,” “prehistoric-looking” birds, among other phenomena, and states that BAASS intended to use interactive methods to attempt communication with the presumed source of reported anomalous activity.

Redactions war.gov lists this record as redacted. Withheld material is blacked out in the file itself.

1843(a)(2) Executive Summary On March 22-26, 2010 and April 19-23, 2010 a team of four BAASS personnel traveled AAP Person Ranch and AAP Person two scientists, The primary focus of the trip was to locate evidence of the reported unidentified creatures and lights, gather additional detailed descriptions, locate and interview new witnesses, along with the establishment of a series of digital game cameras both on the Ranch property and AAP Person surrounding area. While conducting a re-interview with (1843(a) (2) he advised just a couple of days prior to our arrival in the area, he had been witness to what he believed was a "Skinwalker". stated the Skinwalker was chased by his dogs and ran through a barb-wire fence, from which a hair sample was collected and submitted for analysis. 1843(a)(2) was corroborated by the family. Several members of the family experienced a similar encounter with a "black shadowy figure" just outside their residence within two hours of the 1843 encounter. series of seven ( Moultrie digital game cameras were installed on both th Ranch property and the property off1843(a)(2) in an attempt to capture either a digital photograph or digital video of either anomalous creatures or lights which were reported to be frequently seen in the area. A protocol was also established to have the memory cards of the cameras secured on a weekly basis by BAASS security personnel AAP Person stationed on the Ranch property. 4 The following is a summary of the ongoing investigation and witness interviews.

Map of Creature Sightings from Approximately Three-Mile Radius around the Ranch A Google Earth map of the ranch and surrounding areas was created (approx altitude of map was from 30,000 feet). The locations of each creature sighting together with last known direction of travel were obtained from each eyewitness and then plotted on the map. Then, using an assumption of straight line travel (extrapolation of known direction of movement of creatures), a series of straight lines were drawn on the map. The red circles represent intersection points of these lines. In a sense, these intersection points could be construed as arbitrary, particularly since it is recognized that the creatures may have changed their direction of travel once out of sight of the eyewitnesses. Nevertheless, with the above caveats in mind, it is noteworthy that there are three intersection points of the creatures' putative lines of travel. It can be seen from the figure that all three convergence points are very close to the ranch. One intersection point lies just west of the ranch and the other two lie in the vicinity of Bottle Hollow reservoir. If locations for sustained and continuous night watching to capture sightings/photographs of these creatures were to be nominated, the three locations delineated by the red circles could be top of the list. 5

Utah Ranch Report Abstract The "Utah Ranch" investigation is an ongoing project which to date has incorporated several deployments of investigators, scientists and engineers. The primary focus of the Utah ranch investigations are: • To comprehensively interview a large number of people who have lived in the area surrounding the Utah Ranch in order to delineate the scope and variety of eyewitness reports in the area. The purpose is to establish commonalities and differences with the ongoing reports of unusual activity on the ranch property itself. • To use portable sensor equipment to measure baseline magnetic field parameters, EM spectrum data, ionizing radiation and chemical elemental analysis of soil on the Utah Ranch property and surrounding areas. It goes without saying a primary purpose is to obtain definitive photographic, digital, sound and chemical evidence of purported anomalies. • To use plants, including transgenic plants, as biosensors of multiple radiation and magnetic field deviations from the norm on the ranch property. These plant experiments have been tailored as user friendly reporting systems for electromagnetic energy detection based on extensive research of the peer reviewed literature. • To initiate a variety of games, puzzles, and other strategies in order to establish communication with the source/origin of reported anomalies on the ranch property. Witnesses have reported unidentified balls of light at close range, daytime sightings of "dog-like" creatures running on two legs, unnatural animalistic howling/screaming, "little people", prehistoric-like birds and a maggot which measured about 8-feet long and 2 to 3-feet in diameter. To date, May 7, 2010, over twenty-five (25) people have been contacted and interviewed in person, predominantly at their homes. This group consists of all life-long residents of the area within a mile or two of the ranch property, four (4) local police officers, eleven (11) Native Americas, including a Shaman, the director of the local Fish and Wildlife office, twelve (12) ranchers, six (6) business owners and approximately fifteen (15) members of the Mormon Church. All of the people interviewed have had 7

Page 9

AAP Person 4 AAP Person 4 first hand encounters. Eleven (11) separate individuals witnessed a bipedal "dog-like" creature and/or orbs of light at different times in different locations near the Utah Ranch property. Many of the reported observations took place during daytime and nighttime and occurred from twenty years ago to as recent as April 2010. The eyewitness ages ranged from fifteen to seventy-seven years old. The following is a summary of the Utah ranch investigation findings to date 1. Comprehensive multiple witness descriptions of a large "dog" or "wolf' like creature or creatures which have the ability to walk and run at speed on two legs. Multiple witnesses have described in their interviews, when the creature is standing on two legs, the estimated height is six to seven feet. From these interviews, there may be at least three separate types of creatures. Total number of independent witnesses (separately interviewed) eleven. 2. Multiple witness descriptions of small, hairy, three-foot tall "troll' like creatures with long arms which appear to run in a similar way to chimpanzees or orangutan. (Four independent eyewitnesses) 3. Multiple witnesses (>2) reports of large "worm" like creatures, a prehistoric "pterodacty" like creature, "little people" and other anomalies. It should be noted the vast majority of reports detailed in points 1-3 have allegedly occurred within the last five to seven years. 4. Interspersed with the allegations of multiple creature sightings are multiple reports of unidentified flying objects, to include unidentified aircraft and "balls of light". Some of these allegations are recent and some historic recollection. 5. BAASS has obtained photographs of tracks in the snow which remain unidentified. These photographs identify (a) two sets of tracks merge into one, and (b) where tracks in the snow on the Ranch property appear to walk "through" a barbed wire fence. BAASS has also obtained a variety of hair samples from the vicinity of these tracks. These hair samples are currently undergoing scientific DNA analysis. 6. BAASS has conducted comprehensive electromagnetic signature sweeps of the Ranch property. One set of measurements taken at a point on the mesa at the ranch indicated a strong, yet to be explained, signal which was not detected on previous readings. The report described: "Location D2 recorded two large signals in both the horizontal and vertical positions. These signals were not present the day before when measurements were taken at DO. The first signal was 1210, 1213 and 1216 MHz and 8

Page 10

the second large spike was 1232.5, 1235.5 and 1238.5 MHz. The signals fell in the frequency bands of 1164-1215 and 1215-1240 MHz. This space is allocated for Earth exploration-satellite (active), radio location G56, radio navigation-satellite (space-to- Earth) (space to space) G132, and space research (active). Provisions G56 and G132 state these frequency spans are primarily for military purposes, but they can be used by other federal agencies in support of science and research" The signals were detectable between 1-2 GHz with both horizontal and vertically polarized antennae. Further measurements and research, particularly into satellite transmitting frequencies and times will be required to identify the origin of these signals.

Jis a 23-year-old half Native American, half Hispanic man who currently resides in Phoenix, AZ. 1843(a)(2) is an 18-year-old black female who resides with her mother in the 1843(a)(2) J housing development in Fort Duchesne, UT. 1843(a)(2) and 1843(a)(2) 1843 1843(a) said he frequently stays with his mother (a)(2) 1843(a) and stepfather (2) The family said the night before (03/22/2010) they were lying in their beds about 2300 hours when they heard a very loud howling noise coming from directly outside the south side of the house which they stated was the same sound they heard when they have seen the dog- like creature in the past. described it as a "growling roar". This sound occurred two times and lasted about five to ten seconds each time. The growl/roar sounded as if it was being made by a creature which was stationary. They said it was definitely not a coyote or a human. The growl/roar sounded as if it originated from a large animal. felt uneasy and tense. and 1843(a)(2) stated they saw a shadow outside their bedroom window and soon noticed there were actually two shadows. The 1843(a)(2) shadows were in the general shape of a human, but the tallest was approximately nine (9) feet and the smaller was approximately eight (8) feet tall. Both and 1843(a)(2) believe the shadows belonged to the dog-like creature. 1843(a) was also a witness to an old-ladv-like creature jumping from rooftop to rooftop in her neighborhood known as 1843(a)(2 approximately one year ago. It had black shoulder-length hair and was definitely a female. The creature was wearing old "rags" clothing. 1843(a)(2) said it was hunched over and she could not get a good look at its face. She lost sight of the creature after about one minute, and went into her house to tell her mother. 1843(a)(2) stated her mother also witnessed the "old lady" and called 911, to which law enforcement responded. 1843(a)(2) said the creature is also known in Ute culture as the "Basket Lady". Investigators are currently attempting to establish contact and a relationship with 1843(a)(2) mother in an effort to obtain additional information regarding this encounter. 1843(a)(2) described an encounter in which a creature reached into his bedroom window while he was lying on his bed. This event occurred around 0300-0400 10

This creature was witnessed with Tand 1843(a)(2) 1843(a)(2) 1843(a)(2) described this creature to be taller than six 6) feet. It was walking on two (2) legs at a distance. The softball sized eyes would change from green to light brown in the spotlia la he eyes were reflective in the spotlight, similar to the eyes of a previously provided additional details regarding this sighting. 1843(a)(2) then described the bird-like creature which was also witnessed by l and can 1843(a)(2) be found in the "bird-like creature" spreadsheet. said he and returning from playing basketball when they saw a large bird flying overhead. They were 1843(a)(2) house and described the bird as similar to a prehistoric pterodactyl. The head/beak was about two to three (2-3) feet long and had a wingspan of approximately twelve (12) feet wide. They could hear the wings flap in the wind and saw it land directly across the street in some trees. As the bird was landing and its wings flapping they could see and hear the tree branches moving. They were both frightened and ran to 1843(a)(2) said they ran because the bird was big enough to pick them up and carry them away. They did not see the bird again, nor do they know where it went afterwards. 1843(a)(2) 11

She describes it as hovering around the house and it began a couple of weeks prior to this interview. says it sometimes shakes the windows of the house. also recalls seeing what she described as "a portal' when she was younger after she had just finished going swimming with friends. believes the portal is a1843(a)(2) doorway to another world. She said she was not sure what a portal was until she read the "Skinwalker" book. believes there is a lot of energy in the area and the portal is used as a doorway for strange things to go in and out. In a meeting which took place on April 21, 2010, provided additional details on this 1843(a)(2) "portal' she saw twenty years ago. She described is as a stationary, colorless, transparent sort of wall which was rippling like water. She remarked how it was similar to the appearance of a heat wave. She saw the "portal" in the mid-afternoon and said it was approximately thirty to forty (30-40) feet high. said she was approximately 1843(a)(2) one hundred (100) feet away from the "portal" when she saw it and it only caused feelings of peacefulness. said her friends also saw the "portal have all passed away. responses are recorded in the table below and have also been included in the Lighting Anomaly spreadsheet. Question Was it a single portal or were there more than one? What was the approximate size of the portal? Was there a noticeable shape to the portal? Was it transparent, translucent or opaque? Was it self-illuminating at all? Was it of any particular color? Were there any changing colors? Was there a pulsing or was it constant? Would you describe it as a gas or solid object? Do you have any ideas as to what material it may have Response There was one Not sure Not sure Transparent No No, it was clear. No, it just stayed clear. It was rippling like water does. 1843(a)(2) The team also visited with 1843(a)(2) at his home on 03/24/2010 at approximately 1030 hours. The interview was beneficial as the team was able to gather additional details on 1843(a)(2) the anomalous lights and creatures witnessed by l Additionally, reported an 1843(a)(2) incident which had happened two nights prior involving a "Skinwalker". He claimed he was sitting inside his house at about 2000 hours when he saw a large shadow which he believed was a "Skinwalker' run very quickly in front of his house. As this creature ran towards the road he got up and looked out his front door, but did not go outside. He heard the creature repeatedly run into his barb wire as it was being AAP Person chased by his barking dogs. It was running so fast it looked like a black shadow. Investigator searched the fence line and found a patch of fur which was caught 1843(a)(2) in one of the barbs where had indicated the "Skinwalker" had run into it. The fur 1843 matched the color description given by (a)(2) of the "Skinwalker". This sample was collected and submitted for scientific analysis. Please refer to Scientific Analysis for complete details of sample and results. 1843(a)(2) 1843(a)(2) 1843(a)(2) said his sister 1843(a)(2) witnessed a UFO landing or hovering in a field by her house a year ago in March 2009. lives approximately 200 yards south of her 1843(a)(2) brother. 1843(a) 2 was able to speak briefly with [ who confirmed her sighing; however she was unable to meet with us for a formal interview. seemed very 1843(a)(2) willing to cooperate with our investigation and efforts will continue to arrange a formal 1843(a)(2) interview o egarding this incident. The blue ball of light witnessed byl was 1843(a)(2) similar to a blue ball of light witnessed by a man named 1843(a)(2) identified 1843(a)(2) 1843(a)(2) as a potential cooperative witness. In the meeting with 1843(a)(2) on March 24, 2010, he began by describing an event which had just taken place the Monday prior to the visit. He explained a Skinwalker had been on his property causing his dogs to "go wild." claims the dogs cornered the 1843(a)(2) Skinwalker and after repeatedly running into the fence, it (Skinwalker) took off toward the old abandoned farm house across the road from his property. He said it was definitely not a person and it appeared as a darkness moving very fast. He explained the Skinwalker was moving at a high rate of speed "like a track star" and was faster than the Skinwalker he saw at 1843(a)(2) 1843(a)(2) More intricate details were not noticed by as he said it was moving so quickly, he could not see more than a black shadow. It was six feet tall and made a howling noise which he said caused the surrounding coyotes to howl as well. He recalls the sound to be the same howling sound he has heard in the past in conjunction with this creature and says it was very loud. stated it lasted about thirty minutes and he never left his 1843(a)(2) 16

Page 18

1843(a)(2) 1843(a)(2) house, but stood by his front door looking out. He said it typically leaves an odor behind, but since he did not leave his home he was unable to comment on an odor. Recalling his encounter with the Skinwalker at 1843(a)(2) in January of 2010, he described the creature to be six feet tall and hunched over and weighing approximately 250 lbs. He could see the fur where the light was shining on it and described it as black fur and short like Investigator AAP Person 14 hair with the gray coloring mixed in. The ears were pointed on the side of its head and it had a shorter looking tail. It ran like it was leaping. The head was described as looking like a German shepherd dog without the pointed nose. The nose was described to be more similar to a human nose. He said the Skinwalker should not be looked at directly and said the howl of the Skinwalker is a warning to let everyone know it is passing through. discussed further the blue ball of light witnessed last year in relation to Bottle Hollow Lake. He explained at first he thought the light to be a blue colored street light. He also described its rate of speed to be like flare. It also crossed his mind it might be a meteor. Once the light disappeared near Bottle Hollow Lake, he said he went back inside the building. He came back out about thirty minutes later to see if the light was around and said he then saw the three helicopters. He believed they were chasing the light and when they had lost track of it, they (helicopters) simply flew away. The light ascended from the lake area and took off toward "Skinwalker Ridge" in an arc-like path after hovering in place for about ten seconds. The details he gave were necessary to complete the necessary data for any lighting anomalies. also gave more information on the floating balls of light he mentioned as being so commonly seen among the community. The distance of these floating balls of light was approximately 125 yards away from him. He made the comparison of the behavior of these balls of light to be similar to "Glenda the Good Witch" on the Wizard of Oz movie when she was arriving or leaving as a ball of light. He said the lights would move behind something as if they were trying to hide when his presence was noted. Further details of the creature and the lights are noted on the attached spreadsheets. 843(a)(2) The interview with 1843(a)(2) was recorded as well. In March 2010, two (2) Moultrie game cameras were installed on the property. 1843(a)(2) During the April deployment, additional cameras were installed on the property Currently a total of four (4) Moultrie game cameras are in operation on the J1843(a)(2) property. These game cameras are identified as Moultrie I-60 game cameras, equipped with 4Gb memory cards. Apese cameras periodically checked by BAASS security personnel stationed on the Person 4 Ranch property on a weekly basis and moved if and when necessary. A detailed map and GPS coordinates of these cameras can be referenced in the appendix of this report. 17

Details of the encounters can be found in the September investigative reports. summarized her first sighting which occurred on September 11, 2009 at their residence. On this evening, she had just arrived home from shopping and observed a shadow "lurking" in her backyard. She originally thought the shadow was the family horse. After using the restroom, went to the backyard to tend to the horses with her daughter. She noticed the horse's water was completely empty, which rarely occurs. At this point, glanced over her shoulder and witnessed a creature crouched down on top of the shed. She was able to view the creature for a few seconds before it leapt out of sight. (1843(a) (2) was unable to give a detailed description of the creature since she witnessed it from behind for only a few seconds. The details was able to provide confirmed1843(a)(2) the information she provided to investigators in the September and October 2009 interviews. She stated the creature was around eight feet tall, completely hairless with dark brown/grayish skin. The creature was definitely not human and was muscular. Details are included in the attached Dog-like creature spreadsheet. A new detail emerged in that at the time of the encounter, 1843(a)(2) _four-year-old daughter was also outside. When the creature had leapt away, the four year old said the creature looked like a kangaroo. 1843(a)(2) second encounter happened the next night on September 12, 2009. She was also unable to give a detailed description of this creature since this was a brief incident which happened at night. Please see the September investigative report as well as the attached Dog-like creature spreadsheet for complete details. Two weeks before the creature sightings 1843(a)(2 Daughter saw a shadow through the window. She came running to_ and said there was something or someone outside. When ] looked outside to investigate, nothing was there. Later the same day, they noticed the chain which is used to lock the gate where the horses reside was open. Recently, in March 2010, has been experiencing recurring dreams of a black wolf. The wolf in her dreams seems somewhat familiar. In the dreams, the wolf stands in one place and stares at her. These dreams do not give her good feelings. Coincidentally, soon after the dreams began, 1843(a)(2) saw a black dog by her fence which reminded her of the wolf from her dreams. The dog was standing on four legs during the day time staring at her. The dark eyed dog was normal sized, but had a wolf head and face and long black fur. She was unable to provide much more detail. 25

1843(a)(2) 1843(a)(2) 1843(a) (2) described how sometimes she hears a mysterious sound of kids playing. The sound seems to be emanating from the ceiling, and happens when her children are 1843(a) (2) either not home or asleep. She guesses the sound may be spirits, her husband, has also heard this. When asked to describe what she meant by "kids playing" she replied the kids seem to be having fun and giggling. recalls an incident when 1843(a)(2) brother, stayed in her home when 1843(a)(2) her and the family were gone. She remembers when they returned, he said he would never stay in the house again by himself. He was a little disturbed by what had taken place during the night. She said he heard someone walking across the floor to the kitchen, open the refrigerator door and take something out, closed the door and walked back across the floor. She said he got up with his gun to check and see who was there 184f he saw no one and no signs of anyone having been there. It should be noted, (a)(2) (alia has since relocated to Texas and no longer lives with 1843(a) and 1312) 26

1843(a)(2) In the meeting with 1843(a)(2) on April 21, 2010, a main objective was to obtain more detailed information about the creatures he has witnessed throughout his life. Please see the attached Dog-like Creature spreadsheet for supplemental information. Upon asking 1843(a)(2) for detailed information concerning the creatures, he asked for a pen and piece of paper and drew the pictures below to accompany his verbal descriptions. 1843(a)(2) referred to the first creature as being a "shape shifter (depicted in his drawing below). began to relate the incident involving him and his grandson from a few years ago. had been outside and called for to come outside to 1843(a)(2) see the Creature. described the creature as pale and furless with a hunched back. He noted the creature's legs were not human. During the encounter, the creature jumped over the fence and ran using its hands in a chimpanzee-like manner. 1843(a)(2) 1843(a)(2) Figure 7 - Creature witnessed by (1843(a)(2) with his grandson (1843(a)(2) on April 21, 2010. 1843(a)(2) The second creature drew is more dog-like in form. The black furred creature had a pig-like snout. The snout was covered in fur. When he came upon the creature, it was sitting and staring at him. The creature, which was the size of a "big man", appeared to be hostile. This frightened 1843(a) and he fled the area. Blade fur Figure 8 - Dog-like creature witnessed by 1843(a)(2) Illustration by 1843(a)(2) on April 21, 2010. Additionally, there have been other times during his youth when 1843(a)(2) witnessed similar creatures to the one depicted above. He described a time when him and a group of kids came upon one of these creatures. The creature was frightening to them so they began to throw stones. He also made the general statement when these creatures are present, all dogs get quiet. He described one time in late summer when all of the horses were running erratically in the field. His guess is one of these creatures was scaring them. When he looked for the source of the commotion, he did not see anything as his assumption, by his own admission, is clearly speculation. 1843(a)(2) provided the BAASS team with two different recordings of a howling sound which he says is the same howling sound he had heard growing up in the Fort Duchesne area. One recording originated from the Fort Washakie Reservation in Wyoming and the other is from the Winnebago Indian Reservation in Oklahoma. Numerous times stated these "sounds" are identical to those sounds made by "Skinwalkers" and "Shape shifters". 28

AAP Person 4 Scientific Analysis Current plant experiments Biosensor Plants AAP Person On April 6, 2010 biosensor plants were transported to the Ranch; six4 Spiderwort plants and six Tobacco Plants. These plants will serve as biosensors for the presence of various types of radiation and/or chemicals/materials which can damage DNA. Three of each plant was placed in two different locations (living room and Bedroom) under grow lights which were set to cycle through sixteen hours of light and eight hours of dark daily. Biologist AAP Person 29 utilized the April trip to check on the health of the plants. At the time of the April deployment, the plants had only been at Ranch for two weeks, no observations or analysis can be drawn concerning mutation levels in either tobacco or spiderwort. • Tobacco heterozygous for the sulfur mutation (Su/+): This assay is based on a naturally occurring mutation at the Sulfur (Su) gene. Plants heterozygous for the gene, Su/+ are pale green. Mutations that inactivate only the Su allele are visualized as dark green spots while mutations of the wild type allele result in an albino spot (yellow/white). Below is an example of the type of result that would be expected upon exposure to a mutagenic agent. Figure 9 - Su/+ tobacco plants exhibiting mutations in both alleles Heterozygous plants are required for the bioassay. Initially the plants will be grown inside the trailer and assayed for color spot changes. Once weather conditions at the 29

Page 31

ranch allow, plants can be moved to outside locations, either in pots or perhaps planted directly in the ground. AAP Person 29 inspected all Tobacco leaves for the presence of dark green spots; none are present at this time. • Spiderwort: This assay consists of microscopic observation of stamen hairs for alterations in hair cell coloration from blue to pink. This indicates a mutation inactivating the dominant blue color allele allowing expression of the recessive pink color allele. Additionally, pink spots can also be assayed in the flower petals. This assay requires microscopic observation, and will be done on future scientific deployments. A close up of a spiderwort flower is included below showing the appearance of the stamen hairs, which will need to be examined under a microscope. Figure 10 - Close up picture of spiderwort stamens and stamen hairs The plants require sixteen hours of light per day to promote flower development. Since the assay involves microscopic examination of the flower, the examination of stamen hairs and petals will be done by the scientific staff during future routine deployments. During the April deployment, Biologist AAP Person 29 assessed the health of the plants and insured the light cycles are running on sixteen hours of light per day. The April deployment was too soon to perform microscopic analysis. 30

Seed Experiment A seed germination and growth experiment was set up at both BAASS and AAP Person Ranch on April 22, 2010. AAP Person 18 set up the BAASS control experiment while Biologist AAP Person 29 set up the experiment at Ranch Trailer in two AAP Person different locations. One location is the trailer living room while the second is the trailer 4 bedroom. Plants will be grown to determine if differences exist in germination rate and/or growth rate between the three locations. Two types of seeds will be grown in each location; Stokes Sugar Snap Peas and Stokes Green Beans. Both seed types are treated with fungicide to control contamination by fungus. The following steps were taken when planning and setting up the seed experiments to ensure consistent environmental factors are accounted for: • All locations will be watered with distilled water. • Specialized containers known as "cone-tainers" are being utilized. Cone- tainers are elongated pots are arranged in a rack for optimal use of space which can be reused many times. This approach will allow the plants to grow for longer periods of time in order to assess plant growth. Two seed types were planted on each tray allowing for forty-nine of each seed type to be grown. Figure 11 - Example of Cone-tainers and associated racks • The cone-tainers were placed under Jump Start T5 Grow light systems. This was to control the light cycles at each location. Timers were set on the light systems to provide sixteen hours of light and eight hours of dark. 31

Page 33

• To control for extraneous light, large enclosures were placed over the grow light systems. The amount of light will therefore be consistent. Pictures will be taken and germination charts will be filled out twice daily for all locations. Once germination data collection has been completed, germination charts will be produced. When the experiment has been completed, plants from AAP Person Ranch will be brought back to BAASS for analysis. All plants will be measured and weighed. 32

The Hypervariable 1 (HVI) DNA sequence for the last three samples were identical suggesting (but not 100% definitive) the same canine individual. The analysis of the DNA sequence of the hair embedded in the red stain identified the hair an originating from a raccoon. Several individuals at the ranch have reported the presence of raccoons in the vicinity of the homesteada, so this finding would not be out of the ordinary. 1843(a)(2) AAP Person 18 3igelow Aerospace Advanced Space Studies Las Vegas NV (1843(a)(2) S/4/2010 Figure 15 - BAASS scientific interpretation of analysis 37

DOW-UAP-D174 is a Bigelow Aerospace Advanced Space Studies (BAASS) investigation report, dated April 2010 with data through May 7, 2010. It was produced under the DIA-administered Advanced Aerospace Weapon System Applications Program (AAWSAP). It covers task force deployments on March 22-26 and April 19-23, 2010, to a ranch property in the Uintah Basin of Utah and the surrounding communities, including Fort Duchesne. The team included a task force director, investigators, and two scientists. They interviewed more than 25 residents, police officers, ranchers, business owners, Native American community members, and others. Witnesses reported bipedal "dog-like" creatures, a "Skinwalker," orbs of light, "little people," a pterodactyl-like bird, and a "portal." The team installed Moultrie game cameras, collected hair samples, photographed tracks in snow, and took electromagnetic sweeps.

Witness names, addresses, and the property owner are redacted under 1843(a)(2), and several personnel appear only as "AAP Person" numbers. The report's one instrument finding is unexplained signals at about 1210-1238 MHz, in bands allocated mainly to military and satellite uses. It notes that further research is needed to identify their origin. The hair DNA results and the plant biosensor experiments appear in later sections, which are truncated in the supplied text. The report documents the program's investigative methods and its interest in paranormal-type reports, not confirmed findings.
