Summary of Cases That MUFON Investigated During November 2009 In February 2009, BAASS executed a Purchase order with MUFON that entitles BAASS to: (a receive notification of significant reports on UAP sightings from anywhere in the United States within hours, (b) receive timely reports from MUFON investigators regarding investigations of these incidents (c) receive physical evidence (including photographs, digital recordings, samples of soil, insects, plants, and animals) for scientific analysis. BAASS has multiple laboratories that are ready to conduct forensic, photographic, metallurgic, chemical, isotope, biological, chemical analysis of any specimens that BAASS receives from MUFON. It should be noted that during the month of October 2009, BAASS conducted an appraisal of MUFON's performance to date. BAASS was dissatisfied with MUFON's tendency to warehouse significant sums of money every month, especially during the early stages of the contract. Hence, for the remainder of the contract, BAASS will be reducing the monthly stipend to MUFON by $10,000. This will still enable MUFON to operate at normal efficiencies as they spend down the remaining surplus money. On 10-13-09 a CAT 3 Star team Deployment in Modesto, CA was authorized and AAP Person 116 was assigned as lead investigator. AAP Person 59 MUFON (Mutual UFO Network) STAR Team Manager SIP Project Coordinator MUREN Background: Two witnesses (father and 6 yr. old daughter) in a rural area first observed and photographed two blue elevated lights in flight approximately a mile away towards town. Witness drove towards objects for better view. Upon arriving at general site, objects converged in flight upon witnesses from left and right to a hovering position viewed from front auto window. Frightened by the event and belief that objects began following them, witness drove rapidly one half mile into town and a mile beyond where objects were no longer observed. Daughter developed a chest rash the nest day. Narrative: Thursday 10/15/09 17:50 Drove to Modesto, CA and arrived 19:07 at California Highway Patrol at 4030 Kiernan Ave., only to find the office closed. Drove the route that reporting witness took on the night of his sighting to familiarize myself with surroundings, abstractions, lighting, traffic, and details included in his report. 5

Drove to the church and waited until 20:00 when witness came out of the church. As soon as we met and made introductions, witness offered to show me his route and stops for different events. We drove south on Tully Road and stopped midway between Kiernan Ave and Bangs Ave where witness took his 3 photos of the 2 blue lights with his cell phone looking southeast. (We later discovered the location of the 2 blue lights were very close to the vicinity of the Modesto Hobby and Crafts Store on Bangs Avenue east of Tully Road approximately 3000 feet away from witness's camera shots.) We then drove east on Bangs Avenue and stopped on the east side of the railroad tracks where witness stated, "...my vehicle was converged on from the fields from the north and south just before the auto dealership on my right. I could see them from my front window approximately thirty to fifty feet (away) with one being above the other" 1843(a)(3) 1843(a) (3) We soon discovered the Modesto Hobby and Crafts Store was on Bangs Avenue approximately 800 feet from the railroad crossing between the tracks and the auto dealership. Hobby store was closed. We continued to travel east on Bangs Avenue past the Modesto Hobby and Crafts Store and auto dealership to the stoplight on McHenry Avenue where we turned right and drove two blocks through Pelandale Avenue where witness's daughter had stated, "Daddy, it is following us". From this location, an illuminated aerial object above the railroad crossing could still be in view at approximately 4400 feet away. We drove one block farther south on McHenry to approach the next stoplight at E. Union Avenue where, on the night of this event, a police car was parked and many workers had been repaving the road. When witness's daughter was asked if she still saw it, she said, "Yes". It is questionable if these other people had also 6

seen these blue lights although approximately 6000 feet from the railroad crossing. By the time we drove another block (~ 1200 feet ) south on McHenry Avenue to Standiford Avenue, witness's daughter had said, "It went away". (Total distance from railroad crossing ~7200 feet) I didn't see any rash on witness's daughter's chest. ******* will send me a picture of it. The origin of the rash is unknown, perhaps stress. I did not find any knowledgeable person at the Boyett Gas Service Station in the vicinity to interview. Witness was leaning towards the hobby shop model remote controlled airplane hoax scenario through discussion with friends. Because of this inclination, witness does not want to talk to BAASS or any other third party. I have good working communications now through witness for networking in the Modesto area and I expect to hear from him as he explores his suspicions further with his personal friends and hobby store. October 29. 2009 AAP Person Hi 103 I read your report - I concur with Investigators assessment that daughter of witness possibly may have suffered a rash due to stress (frightened). However, perhaps from experience, something did not seem right. I noticed you mentioned a local hobby store in your report. I used to fly RC model planes and thought to check to see if model aircraft were flying the night and location of sighting. Maneuvers of objects in witness report suggested lights could be model planes. After reading investigator report, I contacted L who answered store phone - 1843(a/2) an employee of 'Modesto Hobby and Crafts' - 401 Bangs AVE #H Modesto Ca (209)529-7310 Often local hobby shops are a invaluable source of information on local model flying clubs as well. This store is very near location model flying location of the UFO sighting reported in CMS 19865. 8

http://www.modestohobby.com/ Contacting Store nearby location of sighting....******* confirmed a number of hobbyists' fly their model gliders at night or early often most evenings. ******* also confirmed they all use bright blue colored lights on their gliders to see their models. These models are unpowered gliders (perhaps 'slope gliders'?) ******* also confirmed they were flying models matching the maneuvers also - the same night and time of UFO sighting October 7,, 2009 (20:00 hours PDT). ******* also commented that they get many UFO reports from cars passing in area according to Modesto Police Dept.. The Modesto Police Dept has sometimes shown up at model air field in response to a UFO report phoned into Modesto police according to employee *******. Based on this new new information, before approving case - recommend investigator consider reevaluation of case deposition from 'Unknown' to 'IFO: Man Made Object' (RC model gliders with blue lights attached.)? The witness ******* saw a large craft land in the woods through his bedroom window at approximately 1:30 AM the morning of Oct. 25, 2009. He and his wife watched it through the window for between 15 and 30 minutes before he decided to go outside for a better view. When ******* went outside he noticed that there were also several small objects much closer, low in the woods. He went into the house, woke his eleven year old son, grabbed binoculars and they both went outside to get a closer look. The two of them saw the large craft deep in the woods which was an upright triangle shape with several different color lights; silver, green, blue, orange, and red all flashing. In the woods much lower, were three "saucer" shaped orange/red lights which were in a field to the west. Two of these were in the woods below the far neighbors dusk to dawns and the third even lower being seen by ******* and his son while on their knees on the back deck of their home. Farther to the left of their deck (west), they spotted 3 more orange/red lights in the woods and a little farther to the left one blue light that briefly flashed for a total of seven lights, not counting the craft. These light were small and spinning and so bright that they were visible even without the binoculars. After about an hour, the lights changed from saucer shaped to round and began spinning in a different manor. They were now the shape and size of a soccer ball having compressed but not more than half their original size. The lights still proceeded to flash orange/red brighter and dimmer and move slowly about the woods as they spun. The large craft stayed stationary. This was all in the woods behind the family's home the craft being directly north and the lights being south/west of the craft. After hiking with ******* through the woods and finding the spot, we determined by using my range finder that the large craft had landed .7 miles behind *******'s house in the direction directly north. After an hour or so of viewing the craft and the lights, ******* noticed a figure of what he thought was a person standing on the ridge behind the house much closer than the craft or lights. (He noticed this because a deer ran close by across the woods in front of him snorting.) The being was determined to be about five feet tall and wearing something horizontally striped, that was black and white and loose fitting like a down jacket. The being was holding something in his/its left hand and had it up to its mouth like he was talking into it. There was also what looked like a back-pack placed on the ground in front of the being at its feet. ******* described the figure's face and hands as being white in color. He was looking through binoculars and wasn't sure if it was skin he was seeing or some type of mask. After measuring the area and viewing the video tape that I took of the area, we determined the being to be standing about 50 yards from the back of 11

1843(a)(2) 1843(a)(2) their home. lasked ******* what he did when he saw the being, and he said that he told his son to run in the house which his son did. ******* said that he stared at the being through binoculars for several minutes seeming to be "staring each other out". I asked him when, why, and how did this end. The reply was that he got tired and decided to go inside the house. ******* then described watching the craft through the bedroom window falling asleep and re-awaking to watch periodically until about 5:30AM when he woke to check for the last time and the craft was gone. He thought that he was only asleep for about 15-20 minutes but missed the craft leaving the woods. Investigation Report: Wednesday, October 28, 2009 3:30PM AAP Person 1118 Missouri MUFON Assistant State Director, who was assisting me on this case, interviewed the other witnesses who were *******'s wife, and two sons. I hiked into the wood with ******* in an attempt to find some trace evidence of the landing sight. The sight was due north .7 miles from the back of *******'s home as we determined later with my range finder. We walked through the woods to a ridge which we suspected to be where the being was standing the night of the sighting. We came to this conclusion because this was the only place in the area in question where the being would be visible as close as he/it was seen from the back deck of *******'s home. This area was about 50 yards away. When we reached this ridge, I noticed a chipmunk on a small tree and a few feet away a turtle. Both were alive and very close to where the being stood. *******'s dog who we took with us to determine if there was any animal reaction, sat in this spot with no remorse. But, when we hiked down the ridge she refused to follow. made her way west staying on the ridge but watching us cross the woods. We hiked down through rough terrain, up another ridge, across a small creek, and across more rough terrain. Even though this area was fairly flat with some trees down, ******* determined that this couldn't be the spot because he couldn't see his house. We made our way up another ridge and down, across a barbed wire fence, up and over another ridge to another flat area deep in the woods. From this point we could see the back of ********s home through binoculars and he determined that this was the right distance away into the woods. We hiked around carefully not disturbing any possible foot prints, tracts, etc. I notice an area with small bare spots but this was as obvious wash off from a ridge farther north. Further to the west of this area I noticed 12

broken trees. Some were old breaks but several were new broken limbs and small uprooted trees. I also came across an uncharacteristic bare area which I measured to be 6 foot 6 inches, by 7 foot 6 inches square. There were heavy leaves covering the entire area except for this one spot which was bare except for a few leaves which had blown over it. I took a reading with my Geiger counter and EMF meter but nothing registered. To the north edge of this bare area I could see pushed over dirt like it was cleanly scraped from the surface taking all the grass and leaves with it. The dirt area left wasn't dug in where I could make a mold, but seemed to me to be raised a bit over the rest of the area terrain. I collected a dirt sample from the center of this area, and a sample from the area that was pushed up. I also took a compass reading of the area as reference noticing that was my compass was off. I lined myself up to the house directly as I had done before we left and it read 40 degrees off to the east instead of due north as it should have. I walked east about thirty feet and took another reading which was 20 degrees off to the east, then back to the spot which again was 40 degrees off. I teach underwater navigation so I know how to use a compass and this was definitely off. The compass read 40 degrees off even when I walked thirty feet to the west of the patch of dirt which I will assume at this point could be the possible landing sight. Around this area (in about a 25 foot ratio) were small raised areas in the ground as well. These ranged from football size to twice that size. These areas looked like mole mounds but much bigger. Most of them were raised up with brown dirt, but two of them had a strange orangish clay color. I took dirt samples of these as well. Another strange effect was *******'s dog First she sat where the unidentified being stood, next she refused to cross the terrain with ******* and me but made her way around to the west of us, and finally her last reaction to the area. ******* had been carrying my Star Team bag for me. (He was a real gentleman and insisted). When he lay the bag down on sight, I eventually moved it close to the bare spot I was documenting. | came over to it and lay down next to the bag not budging until we left the sight. The bag had *******'s scent on it and it seemed like she was using it as a safe place. After documenting the possible craft landing sight, we traveled southwest towards the areas where the balls of light were seen. About 75 feet from the primary sight I spotted two mysteries holes. They were side by side, and exactly 1 foot 6 inches apart. These holes were around 10 inches deep with a narrow hole- area at an angle at the bottom. At first I thought they were snake holes, so l cleared off the leaves and noticed that the hole at the bottom ended. These two 13 1843(a)(2) 1843(a)(2)

matching holes were 1 ft 4 in. X 1 ft 4 in. round at the top each being the same. I took pictures as documentation. At this time we were at about 5:30PM and loosing light. We still had two more sights to get to before dark and several inches of rain moving in the next day so we moved on. ******* took me to another sight which was a large grassy area. This is where he suspected that three of the balls of light were. All we saw were horse shoe tracts, deer tracks and dung. We hiked to the next area where we were met with an electric fence. This is where he saw the other three orange/red balls of light and the one brief blue one. At the far end of the field we noticed another square bare area. I took pictures and video for reference. Upon viewing the video I noticed that this area was nothing like the sight found before, but an area where the rancher places hay for his horses/cattle. The area in question we covered was a minimum ½ mile wide, and .7 miles from the witness's home. Because of this, no out of area dirt samples were possible. ******* also told me about an occurrence on Monday night Oct. 26, 2009 at about 1:30 AM (technically Oct. 27*.) ******* was out watching the night sky, for obvious reasons, when he saw 2 military jets flying grids across the sky. He watched them from 1:30 AM to 2:30/3:00 AM. They were flying search pattern grids and dropped 3 flares lighting the sky. He said that the flares were dropped at different times to keep the sky lit. Because of the fog that night the sky/woods seemed to almost glow blue with the orange flares. ******* told me that if they were searching for the craft they were searching too far southwest. ********: Interview 6:30 to 7:00 PM Oct. 28, 2009 AAP Person was able to recover ******* and I via cell phone contact ½ mile away 118 west of *******'s house. (We got lost a bit) I took the opportunity to interview *******'s neighbor on the way back. *******is *******'s neighbor who is located about 10 acres to the west of ******* *. On the night of Oct. 26, 2009 ******* noticed 4 F-111 jets out of Whiteman Air Field going about 80 knots and running cross-stagger grids. ******* has a good description of the activity because he was a Marine Air-Wing for seven years. He remembers that it was just before his wife came home from work at 11:00 PM. Prior to this he witnessed 2 military helicopters circling the area for just a few minutes. He described the grids as being close proximity with 14

AAP Person 118 AAP Person low slow flight. He only watched them for a few minutes but heard them for quite some time. I asked him if this was usual activity and he said that he had only seen this one time before about 8 months ago. He has seen military maneuvers practiced over head but the last was during the day 3 months prior with dog-fight activity and flying high altitude. Whiteman Air Field is about an hour drive away but just a few minutes fly time by jet. ******* didn't see the jets drop flares or the helicopter shine a search light. If these were in fact military helicopters, their night vision/heat sensors would rule out the need for a search light. ******* hadn't seen any strange lights in the past few weeks or prior, but had heard deer running and snorting late night over the past few days. One of his dogs has also been bedding down close to a tree starting at dusk the last few nights and not moving until dawn. He said that the dog was fine during the day, not sickly, eating as usual, but strangely skittish at night. *** and I got back to *******› 's house just about dark. Before we could get set up for night observing of the area we had a strange light appear in the northern sky. got a few still shots and I got some night vision video. The light remained stationary for several minutes then seemed to slowly set in the northern sky, shifting east a few degrees, then disappearing and reappearing more to the west. Terrestrial activity rises in the east and sets in the west. Stars don't set in the north, shifting position in the sky or disappearing and reappearing. This went on for more than an hour. We also had other strange streaks and balls of light cross the northern sky and my night vision picked up a couple of strange effects including one wide white streak. Further analysis of our video and still pictures is pending. NOTE: Lake of the Ozarks is only 10 miles south of this location. Conclusion: Unknown UAV, Entity, and Landing Sight. (20806 just added- no workup yet) On November 24, 2009, 6 cases were combined into one SIP call. All calls involved lights-in-the-sky that resembled golf-to-dime- size lights (at arm's length). These calls were located in the central Texas area as indicated by the town names above. AAP Person 119 TIME OF EVENT: LOCAL ( ) EXACT (X) APPROXIMATE On November 24, 2009, a CAT (2) Star team Deployment in Texas was authorized was assigned as lead investigator. AAP Person 59 MUFON (Mutual UFO Network) STAR Team Manager SIP Project Coordinator JAp Person ANION BACKGROUND: Many central Texas residents were witness to a sudden light show by an object, or objects unknown. Over a period of nearly 1 hr and 5 minutes, extremely high-intensity lights came on, off, and on for a second or two and then went off. These lights seem to be in a straight line with the whole light array moving to another location close by and coming on again. The earliest sighting was 19:00 with the latest reported 20:05. Other witnesses said there were 4 smaller lights with the larger lights. These numbered anywhere from 0-4. INVESTIGATOR NARRATIVE: Witness comments in black and investigator comments in red- 20595 - Santo At approximately 19:33, 2 miles west of Santo TX, I was in the process of feeding my dogs when I noticed out of the corner of eye a (flash) bright light. I stopped to look (190* SSW) and the bright light began to dim, then immediately a second light illuminated for one second, then a third for one second and then a fourth. After the fourth illumination, I saw 4 tiny white dots moving very slowly across the sky and within a second or two all the lights disappeared. They reappeared in almost the same area, in the same pattern and it happened again for a total of 3 cycles. They were approximately 200ft AGL, 2 miles from our home. The Interstate is a mile from home and the sighting about a mile further on. These lights were very slow moving. Using the I-20 hwy as comparison of 70-75 MPH, these lights were going about 30 MPH heading ESE. At junction of FM 4, objects turned more to SSE. (there is another witness according to this witness who also saw the object at this time). The colors were a white (yellowish orange) that seem to change colors and almost flicker. I cannot help but see some controlling factor in these actions. The difference here seems to be a flicker ing of the lights and 4 lights. Witness is a pilot, works for 1843(a)(2) witness. gave extremely accurate descriptions and was the best 19

Witness said all the lights were a bright white, but his wife said they were more orangy. Witness indicated that trucks on the Interstate are app 4" long to his sight, and this object was 10-12" long. He estimated that the object was approximately 200' long. There may be others calls on this generated by his friend and co-workers. This witness said when the lights would come on, they were like explosions. No sound, just a bright flash as they came on. TX 1843(a)(3) •Goggk Figure 2 (20595) Orange block indicates an object at the place of the Santo sighting 20598 - Stephenville I was driving home from my in-laws house who live in the Greens creek area between Stephenville and Dublin but more near Dublin with my four year old and 12 week old in the car with me. If was not long after I turned off of County Road 242 which I had been heading north, on to another county road, I believe it is County Road 381 heading south east. It was not long after I turned onto County Road 381 that I noticed two bright lights in the sky. Out of the view from my windshield the light to my left was slightly higher. My initial reaction was that they were planets, they were orangish in color and they were larger than star. I slowed down and leaned forward in my seat to investigate what I was seeing. I soon realize they were far too large to be planets almost as soon as I came to this realization a another light appeared above and to the left of the light on my right and then another light appeared above the new light and to its left forming a straight line at about a 45-60 degree angle. The lights were stationary in the sky never moving. As the new lights appeared I started freaking out. As you well know UFO sightings are prevalent in our area and I could not believe that I could be possibly witnessing it for myself. Probably a second after the new lights appeared they faded beginning with the first light on my left and then they were all completely gone. Once the lights on the left started to show up I did not pay as much attention to the light on the far right. 21

I do not believe it changed but do not recall when for sure it faded although I know it was within seconds of the other lights. In all the event took place in probably less than 2 minutes. The thought of the UFO sightings did not occurred to me as the third and fourth light appeared but it was really the manner that the lights faded that convinced me that I had just witnessed something strange. I was very excited and shocked about what I had just seen and got on the phone to share it with my husband immediately. My outgoing call to him was at 7:44 P.M. Therefore I approximate the sighting took place at 7:42 P.M. I just received word via Facebook that a friend of mine also witnessed lights in the sky this evening although I do not know the specifics of their sighting. According to the Clark Field Municipal Airfield Manager, another man had told him of 3 helicopters off hwy 377 between Dublin and Stephenville in a triangulation and range finding exercise a week or two before the 25m; This area does correspond to the location of some of the sightings. With the dates of the sightings being on the 18m, that lands exactiy 1 week to the day of the sightings. He indicated that the high-intensity lights were not orange, but while. Red and green navigation lights were also visible. This does not agree with a few other witnesses, but they may have been too far from them to see navigation lights - I will make note of the fact here that aircraft do not have to run with lights while in the Brownwood MOA's. Of note, Clark field has no radios and no radar. Consideration was given to the possibility of the Helicopters coming from Ft. On a radar image out of DFW, (Figure 6) given the distance, the orange image below the blue sighting line indicates that this object was between 4000 and 6000 ft above ground. Hard targets in red-orange west were in Brown county headed east at or above 10000 ft. To be that far away and that high eliminates most, if not all ground clutter, birds, bugs, etc. The large yellow target also Indicates a solid target. It is also important to realize that the call to witness's husband was made at 7,44 pm and she guessed the time of sighting at 7:42 pm. | believe this all falls within the times of the radar image. Video of the radar sighting every 10 minutes showed that the traffic in the lower left of Figure6, (red and orange) was moving in an eastward direction. Additional radar searching is needed to finish this. 20610 - Hico AAP Person 120 Report was taken by Mufon Dispatch 3 - 6 lights in a straight line flashing, objects were a long distance away the size of this was monstrous, if lights were connected tone object this is true. Witness was off highway 6, Between Rising Star and Comanche The lights were very bright orange jets were chasing objects and a lot smaller than this object, viewed for 45 sec to a minute. a friend saw the object in Abilene, 30 min prior to this sighting 7 witnesses in Stephenville, A friend who is a police officer has a dashboard video (dashboard video is of the 2008 sightings) but does not in anyway what his name used. Witness has pictures and video and can get pictures and videos from other witnesses. Investigator has seen photos and is trying to get copies. Witness also reported that there were 4 jets in the area some minutes after the sighting. He indicated that he was in a large pickup that night and it seemed very small in comparison to that extremely large object. These distance-judging episodes at night are notoriously hard to accurately portray. 25

We never have reported these sightings as a lot of people do around here as we live 8 miles from Stephenville TX and 10 or so miles from Dublin Texas. but last night we saw the lights at the same level in the sky. (direction and level not available at this time).id say at least 7 of these. It was around dinner time so i was in the kitchen at first and since the lights had been seen lately we had been looking outside once in a while at night. My husband and i walked out and were only out for a minute and then we saw them.i guess that was a lucky thing. I didn't have to wonder what it was since these lights have been seen here off and on for quite a while now...guess they like the dairies around this area of teas. The rather round orange lights (that look almost all the same size)just last a few seconds then they disappear. 27

Of course your real excited when we are seeing these lights.. and then they are gone (maybe not really gone, just change position so we can no longer see them).. almost always afterwards we see the blinking of jets and hear the jets coming in the area. Have not reached this witness and have no reply to email. Since we had had some news only a couple of weeks ago about the unexplained lights again in the Stephenville paper people in this area start looking around at night again to see UFOs. Actually we had seen the lights last October and were waiting for this October to look again but it was cloudy most of the month. Now it is November and we saw them last night. 1843(a) (2) 20618 - De Leon My mother and i were leaving De Leon Texas on hwy 6 and just pass the Leon river bridge in the clearing I happen to see a flash up in the sky. As i looked i seen 4 sets of lights in a straight line like castie top orange and white in color and very bright like an explosion. And a moment later there was another one to the left of the first. The one on the right disappeared and the left appeared. And for a brief moment they were together. then they both were gone. They were large in size and did not to appear to be very high in elevation. From highway 6 they were southeastward from me towards Comyne, Lake Proctor, or northwest Dublin. Strangest thing my mother and | have ever seen. Orange/white lights in a semi straight line in 4 sets, then a second lights the same flash and hold then again to the left Zare shown. Investigator calculated from witness description of visual through a car front windshield that the object was 30 degrees off the horizon. The witness gave a guess of SE as the direction of the sighting. From that sight, using witness directions, Investigator plotted the degrees of the sighting at app 140 degrees. There are red lights on wind turbines to the North with heavy air traffic in and out of DFW.. Of note, there are 2 rows of high-voltage power lines just south of Lake Proctor. This is just off hwy 377. Investigator spent some 30 minutes at the site on Tuesday night November 24m, 2009 at the same approximate time as the sighting for comparative purposes and to shoot directions. The sighting was in a L.O.S. directly over the "ghost town" of COMYN which isoff FM 1496. Witness also said that the lights came on in a "lash" as did the Santo witness. 20629 - Dublin I was driving home from De Leon Texas toward Dublin....Was about 5 miles out of Deleon...when 4 or 5 very bright circles appeared in the sky... 3 large and 2 smaller...It appeared that the smaller ones moved toward the large one like a child to its mother, very very fast then they shot upward what looked like they disappeared behind the clouds . Part of this statement about clouds does not match the other witness statements or the weather bureau. Further checks will be made later. Also, this is one of the statements in which the lights move quickly. Others suggest differently. Witness said it was nearly dark which falls into line with the other statements. None of this lasted very long....Lights were very bright nothing else was in the sky...I had no idea what these were, but I knew they were not jets, Jets do not move that fast... Did not mention this to anyone but I did see where a couple my age noticed the same thing.... 4 or 5 bright circles; West of Dublin... Picture shows five lights...2 large and 3 small ones. The following from an email: I saw 5 objects (circles) 2 the size of golf balls and 3 the size of a dime one large one and 3 small ones where in a line with one large one at the rear but upward about what looked like maybe 8 to 10 feet. . A check with the Dublin police department did not show any "lights" call on that day or the next. A later visit to the newspaper office uncovered small article about another sighting on that night. This coincides with the other sightings. The article also indicated 4-6 orange balls just East and South' of town. Sighting lasted a very short time and there was no noise. Witness indicated that there were jets in the vicinity. The first witness in this case is retired from the Air Force and [1843(a)(2) 30

I noticed what I thought was a commercial jet flying East to west in same flight path as an earlier plane but noticed the lights did not disappear (flash), like navigational lights. V66 is the commercial air route visible from witness location. "Visual routes are used by the Department of Defense and associated Reserve and Air Guard units for the purpose of conducting low altitude navigation and tactical training under VFR below 10,000 ft MSL at airspeeds in excess of 250 knots IAS* (FAA Special Use Airspace & Air Traffic Controlled Assigned Airspace website) These lights pulsed in sequence. I got my binoculars and saw 4 amber (orange/white) colored lights in a row, with what appeared to be a smaller light on the bottom of the object near the leading end. The smaller light would flash red, then 33

white. As brightly lit as the object was, I still could not make out a fuselage, tail, or wings. If it were a commercial or military jet, I should seen an outline and would have heard the sound of jet engines, however, there was complete silence. If it had been a helicopter, I doubt I would have heard it(too high, too far away), and at that distance I would have barely seen it, if at all. I ruled out jet aircraft and helicopter. The object appeared to be at an altitude of about 10,000 feet and perhaps 20 miles from my location. By my estimate, it was traveling in the vicinity of I-20, heading west. When I first saw the object, it was in the direction of Morgan Mill, TX, which is to my SE. At it's closest, the object was probably slightly north of Cisco, TX. I lost sight of object when it simply disappeared in the direction of Baird, TX. They're baaaack (again) Unidentified lights reappear in Erath By AMANDA KIMBLE Staff Writer amanda.kimble@empiretribune.com Pubished: Tuesday, October 20, 2009 4:52 PM CDT Area residents are once again reporting strange lights in the sky above Erath County, and much like the reports that flooded in following a widespread sighting in January 2008, witnesses say the amber glowing orbs are like nothing they've seen before. In the most recent unexplained sighting, a Hamilton County businessman was greeted by the lights as he left a meeting. Jerry McAdams, publisher of the Hico News Review and Hico ISD school board member, said he was leaving a board meeting Monday with a fellow board member when they saw two amber lights, which were level with each other and seemed to hover in "They (the lights) were low in the sky and disappeared in about five seconds,* McAdams said. "Then two more appeared, closer together. He said the lights disappeared several times and reappeared seconds later. Each time the lights were the same amber color, and appeared at different heights and varying distances apart. McAdams said the lights did not move when they were visible or blink. He also said the lights were not like those typically associated with aircraft. "They were not red, green or white. They did not flash like on an airplane,* he said. "There was no motion. Each time they appeared, they were further to the left. I would say they came and went in three cycles." McAdams said he could not determine the distance of the lights from his Hamilton County vantage point, but said the lights were to the west, in the direction of Dublin, in the southwest portion of Erath County. "I have never seen anything like that before," McAdams said. "But I do believe what I saw was like previous (reported) sightings." Two Dublin area neighbors, who asked to remain anonymous, were in their homes when the men walked out and saw "all kinds of lights, all across the sky" Monday. The men captured what they saw on a cell phone. The grainy recording offers a glimpse of an amber light that appears in the sky several times, and captures the excitement of the group. One of the men said they first saw a single ball of light, "not like a flashlight or aircraft," which suddenly spawned several other lights. "It was like the lights were coming off the first ball (of light) we saw,* the man said. "And they kept coming, one after another, and moved in every direction." The man said the lights were white and amber and the whole spectacle lasted a little more than a minute. He said no sound was associated with the sighting, until jets rushed toward the display. The Witness is a mental health professional and works 1843(a)(2) He is married and lives with his wife at an un disclosed location in Port Jervis, NY. Witness Narrative: (CMS Sighting Report) / left work at 12am as / work 4pm till 12am, I work in 1843(a)(2) which is approx 15 minutes from port Jervis where I live, the quickest route is to take the Minisink turnpike then to the Greenville turnpike, I was driving on the Minisink turnpike when I noticed lights in the sky, firstly I thought it was a plane then I noticed it had 5 lights on it from end to end the lights went from blue-white-red-white-blue in that order but the strangest thing was it was turning clockwise slowly and the only sound I could hear was like a cat purring, I slowed the car down to around 20 mph to get a better look then I noticed the size it must of been around 200 feet in length, I proceeded to speed up as I started to get nervous but as it passed over the car the car turned off. I came to a stop and grabbed my cell phone and noticed that had turned off too, by this time I didn't know whether to get out of the car and run or stay in my car before I came to the decision the lights had gone out and the car started up I put my foot down a sped up the road not looking back I tell you it was the most unnerving things to happen to me. Investigator Report: Investigators left Bowling Green, VA at about 1:30 p.m. on 11/26/09, arriving at Port Jervis, NY at 8:30 p.m. Investigators met with the witness at his home on 11/27/09 at 10:15 a.m. > The witness works 1843(a)(2) He leaves work around midnight and it takes approximately 15 minutes to get home. He takes a route which goes through a rural area with curving roads. He said that he was "semi-tired but not tired enough to blank out." He was playing Christmas CDs on the radio and singing as he drove. He drove through Unionville up to the Minisink Turnpike. Coming around a bend in the road, he could see an object about a mile away - it looked pretty small. As he came to the next turn, he slowed down to about 25 miles to get a better look at it, then it was almost on top of him and he doesn't understand how it crossed the distance from where he first saw it to where he was in such a short time. > He stopped his vehicle along the side of the road and remembers putting the car in PARK, with the engine running. He could now also see that it 41

looked cigar-shaped and was turning clockwise slowly (on axis) as it came towards him. He described the speed as slow like a hot air balloon. When asked to compare the size of the object to an aspirin at arm's length, the witness said that it would be about the size of a baseball. > According to the witness description, there were lights (blue, white, red, white and blue in that order) so he knew it wasn't a plane. He heard a sound like a cat that was purring at a low frequency (continuously vibrating) • As the object passed over the witnesses vehicle, the engine just stopped as if someone had turned off the ignition. The Witness tried to use his cell phone but it wouldn't work despite the fact that he always keeps it charged. He also tried to roll down the electric car window but it wouldn't work either. He thought about getting out. He opened the door slightly but then reconsidered and closed the door. > When he looked at the lights they seemed very bright but they didn't illuminate the ground; the witness said he can't explain this aspect as it doesn't make any sense to him. The craft appeared gun metal gray against the dark sky. • After about 1.5 minutes the craft's lights blinked out and the witnesses vehicle started up without any action on the part of the witness. He put the car into drive and put the pedal down. All he wanted to do was find someone, find civilization. He was terrified! He didn't even > look in his rearview mirror and says there is "no way I'm going to take that road again." Witness recalled running through several STOP signs on the way home. He said that he nearly crashed the car into a fence he was so scared. The witness stated that he actually doesn't want to even drive along that road again. 42

> When he got home, he told his wife who said "well, maybe it was a plane" but the witness knows that it wasn't a plane. His wife also suggested that he call the police but he didn't see what good that would do. Instead, he paced back and forth and drank a beer. He was so unnerved that he couldn't sleep for about two hours. He then goggled "how to report a UFO" and the first thing that came up was MUFON. He said that he wrote down exactly what remembered in his report. He wants to know what it is. Physiological (Medical) Effects: Witness reported that he had a toothache since his sighting but didn't notice any other physiological effects. He did not wish to be scanned for an implant. (investigator was prepared to conduct a magnetic scan) AAP Person Physical Effects - Investigator working properly. inspected the cell phone and found it to be Radiological Survey: Investigators checked the affected Vehicle for radiation, without any unusual readings (consistent with background) Investigators surveyed the site of the event (road side) and reading at the affected area were consistent with background reading. Electromagnetic- Electrostatic Effects: Investigators did find very significant abnormal readings on the subject vehicle with a tri-field meter. The witness was driving a 2009 Midsize 4 door sedan that was approximately 2 months old. Investigators conducted electro-static and electro-magnetic field tests on the Witnesses Vehicle (SUBJECT VEHICLE) and then went to a car dealer and selected an identical vehicle to the witnesses vehicle (TEST VEHICLE) same make model and year for comparison testing. Both the electro-static and electro-magnetic fields appear to have been dramatically affected. Specific meter reading (as to intensity) were not available, because the meter (pictured) pegged the needle in the proximity of the SUBJECT VEHICLE. See photos next page 43

Synopsis: November 2, , 2009 this investigator received a deployment notification from AAP Person 59 in reference to female witness an object hovering in her back yard. In the report the witness stated that she had arrived home on November first around 21:57 hrs. Witness stated in her report that she was in the kitchen and heard a noise that kept getting loud. The witness then stated that she went to the back door and saw a saucer like object hovering about 20 feet in the air in her back yard. During this investigation this investigator learned that two other sighting reports had been reported to the CMS data base. These sighting reports are linked together because they be related. Investigator Narrative: AAP Person 122 On November 02 2009 at 10:19 hrs this Investigator_ received a deploy notice from SIP Coordinator AAP Person 59 to investigate a possible sighting at ******* , Tomball, Harris County, Texas. At 11:20 hrs this Investigator contact the witness by public service and a meeting was setup for 13:00 hrs. At 13:15 hrs this Investigator met with the witness at her residence. This Investigator interviewed the witness to get a better idea of what she saw. This Investigator had the witness to show me where the object had been in the back yard. The witness proceeded to the back yard and in the south west corner of the yard, where the witness stated the object was above this Investigator located plants that appeared to be under stress from some type of radiation or heat. During my investigation the owner has a large white dog that was sick and was throwing up. I questioned the witness about this and she stated she had no idea what was wrong with him. At 13:20 hrs witness stated that the school had called and someone had to go pick up her nephew. The school had reported that the child was sick and was throwing up as well. At 13:35 hrs this Investigator contacted AAP Person 59 that the area in the back yard suffered from plant stress and the reported the illness of the AAP Person child and pet.[ stated to secure the area and not have anyone go in AAP Person the back yard. The was flying to Houston with the proper equipment to check the area for radiation. AAP Person 59 At 18:15 hrs this Investigator picked up AAP Person 59 at Bush IAH and we returned to the witness residence. At 19:26 hrs/AAP Person 59 and this InvestigatorAAP Person arrived at the witness residence to check the back yard for possible radiation. AAP Person 59 reported to the witness that there was no sign of radiation._ interviewed the witness and she stated that she was would be available for interview the next day after 16:30 hrs. Object Description: 20264 The witness reported the object to be about 20 feet in diameter and about 7 feet high. Witness reported that the object had a saucer like shape to it. The top section was reported to have more of a cone convex shape to it, with raised panels to it. The bottom section had a slight convex shape with a gray metal surface. In the middle of the craft witness stated that it had square lights light that seemed to go around the craft. The lights in the middle turned on and seemed too rotate around the middle of the craft when the witness went to the back door. The witness stated that the craft had a loud rocket sound. Object Description: 20268 On November 01 2009 at an unknown time a witness reported to the CMS data base a craft fitting the description (of the craft in case number 20268) setting in a field off of I-35 in or near Georgetown, Texas. From the sample of the plant that was removed from the scene located at *******, Tomball, Harris County, Texas| 1843(a)(2) stated that the plant had been exposed to some type of heat.I 1843(a)(2) stated that the berries were over sized and the ends had been burned. 1843(a)(2) stated that at this time it is unknown what type of heat source would have caused the damage to the plant. The following are selected reports from the officers with areas of potential interest detailed in yellow. (10 November 09) 091110 Patrol/Observations 1.) 1843(a) 2 1843(a)(2) At 1630 l, with conducted a patrol along the southern tree line following the creek adjacent to Homestead 1 to the western property boundary. I took several photos revealing no anomalies/orbs. During this time I checked for signs of unauthorized people attempting to gain access to the property. I found no signs of trespassers or anything out of the ordinary. 1843(a) 2.) (2) At 2030 | went to the East Gate with 1843(a)(2). We returned to homestead one to warm up. 1843(a)(2) 1843(a)(2) 4.) 1843(a)(2) At 0025- was at the computer and was sitting on the couch ( was in 1843(a)(2) the restroom). The stereo beneath the TV in the living room all of the sudden turned on by itself. It was tuned in to the local country radio station. The last time the stereo was on was 4 Nov (on the same local country radio station). The remote control for the stereo was on the stereo speaker next to the stereo. All of the other remotes were on the coffee table. We took several photos in the living room revealing nothing out of the ordinary. The stereo has a power button that you physically have to depress to turn on or off. There were no strange feelings felt by 1843(a)(2) The temperature inside the trailer was 73 degrees. There were no strange odors or anything else out of the ordinary. I listened 1843(a)(2) to the stereo every day for two weeks my last time at the ranch and never experienced this occurrence. We decided to remain at Homestead 1 and observe for anything out of the ordinary. We took photos with the lights off also revealing no anomalies. We observed in and outside of Homestead 1 with no further findings. Investigator Notes The locks on Dog Run 1 and Dog Run 2 were still in place and locked. No security related incidents to report. 3.) 1843(a)(2) At approx 1930, we went to homestead 2 and 3 along with 1843(a)(2). We stopped and checked on the pennies again. They had not been disturbed since we last checked them. We decided to go to the top of the mesa and set up a LPOP. We had NVGs and the thermal imager with us. We found a good spot on top of the mesa with a good view of the field and the homesteads. We spent approx two hours observing but didn't see any sign of movement or anything out of the ordinary. At approx 2145, we headed back down to homestead 2 to check on the pennies again. They had not been disturbed. 4. 1843(a)(2) At approx 0025, we conducted a patrol to Homestead 2 and 3 with 343(a) • At homestead 2 took several photos. We got a single picture with an anomaly/orb. We didn't observe or experience anything out of the ordinary other than the one photo. We checked on the pennies at homestead 2 again and they were undisturbed. 63

1843(a)(2) Investigator Notes At approx 1350, we decided to go down to homestead 2 and check on the pennies. All four pennies were there but one of them had been moved. We did a thorough check of the surrounding area and didn't find any foot prints or any other signs of anyone or anything that might have moved the penny. It was sunny skies with no wind. We didn't have any strange feelings or smell any strange odors. Side note: told us she had found a penny on her bed today and she had no idea how it got there. 1843(a)(2) When I went to bed last night, I laid 4 coins on the nightstand next to my bed. I laid a penny, a quarter, a dime, and another quarter, in that order. When I woke up I noticed the quarter was moved away from the other coins in the same manner as at homestead 2. 2.) 1843(a(2) At 1319 | took some photos of the change I left on my nightstand to send with the report. At 1500 1843(a)(2) and I went to Roosevelt to get dog food. When I returned I checked my change to see if it moved at all. I noticed that the dime was moved up and the other coins were pushed together. The quarter that was moved last night was in the same place. I am not touching the change and I am going to monitor it another day to see if there is any more movement. I have a few other things on the night stand including my laptop. I make sure to keep my laptop away from the change. I have been very careful not to move the coins or disturb them in any way. I am 100 percent certain my laptop did not disturb the coins. I also moved to the other bed in my room. 3.) At 1815 we stopped by homestead 2 after the southern tree line walk to set up the pennies. We set them up using the new bass protocols sent by AAP Person 44 We set up 5 pennies all facing SW. We put the pennies in order from lowest year to most recent. The years were, 1986, 1989, 1996, 2001, 2007. We used a ruler and spaced them all 1 inch apart. We centered the group of pennies on the cement block wall that is facing the road. We took photos of the pennies and they are all stored on a separate memory card. 4. 7843(a)(2) Last night I had a strange experience on the ranch. I could not shake the feeling that we were being followed and watched by something. I started feeling this when 1843 and I were on top of the mesa. I don't know why but I didn't say anything to either 1843(a)(2) Around 0130 when we were at homestead 2 think I ran into the anomaly. I walked away from 1843(a)(2) I walked north towards the road. I did not have the dogs with me. When I got near the trees I felt as if something was standing in front of me. I felt very threatening presence with this anomaly. I felt very warm and not cold at all, as it was trying to draw me into it. I immediately 66

backed up and took some pictures, checked with the thermal, and night vision goggles. Nothing showed up on anything. The dogs did not seem to notice anything. For some reason I didn't want to say anything to the other guys. After I took pictures and looked for it I didn't feel as if it was there anymore. I still felt as if we were being watched but from far away. I was very anxious and nervous. We then headed back to homestead one for the night. I don't know why I didn't tell then but I just didn't want to. I didn't feel comfortable telling them right away. AAP Person 44 Last night when I was sleeping I had another strange experience. I went to bed around 3:00 am. I was in a very deep sleep and I felt a cold grip on my left ankle. The grip was very cold, almost like ice. I was under 3 blankets and very warm. I had two comforters, a soft blanket, and a top sheet. I tried very hard to wake up but no matter how hard I tried I could not wake up fully. I am a very light sleeper so this is very strange for me. Usually I am a lucid dreamer and can wake up whenever I want. When I felt the grip I awoke but I tried to open my eyes but couldn't get more than a quick glimpse. I tried very hard but I just fell back asleep. I tried as hard as I could to keep my eyes open but I couldn't. It was very strange. When I felt the cold grip I was able to kick my legs but I only got one kick with the left leg. I was trying to wake up but I couldn't. After I kicked I couldn't move anymore. I couldn't say anything or keep my eyes open. I got a quick glimpse of the room but didn't see anything. The cold grip was a very slender hand that reached all the way around my ankle. I felt as if the fingers were extremely long, not a human hand. My hand doesn't reach around my ankle. I still have 5 inches to go when I try. I didn't feel palm just fingers. It was about 3 fingers wide. I couldn't tell if it was threatening or nice. It happened too fast for me to get a good feel of it. I woke up around 5:30 am with no blankets on. I must have been tossing and turning quite a bit for my blankets to slide off. I slept until about 8:00 am and got up and called about the experience and then back to bed. He advised me to move rooms which I will do later today. 67

Executive Summary On November 16-19, 2009 Bigelow Aerospace Advanced Space Studies (BAASS) Field Investigator's AAP Person 41 and AAP Person 14 travelled to Vernal, Utah to continue the investigation into the phenomenon AAP Person 4 reported at and around the ranch property. The intent of this trip was to re-contact 1843(a)(2) interview the individuals 1843(a)(2) had located for us and meet new neighbors, locate additional witnesses and find out if 1843(a)(2) had any additional information regarding the 1843(a)(2) friends or relatives who may have AAP Person information surrounding the property. In addition, we wanted to 1843(a)(2) locate an individual who was willing and able to introduce us to 1843(a)(2) During the course of our investigation numerous new contacts were made which resulted in 5 additional witnesses to either an unidentified flying object, a bright blue orb and/or a large dog like creature which stood and ran on its hind legs. In addition, we met and spent a considerable amount of time with 1843(a)(2) who is a full blooded Native American and 13431012) Ure Indian tribe. BAsia 2) agreed to teach us about Ute tribal customs and the folklore surrounding the "Skinwalker Ridge" and surrounding areas 1843(a)(2) informed us we needed to continue to educate ourselves on Ute customs and traditions before we were granted permission to speak with (1843(a)(2) In conclusion, we located and photographed the area referred to by the locals as UFO hill. We also located and photographed the 1843(a/(2) 1843(a)(2) and 1843(a)(2) 7 but this last name has not been confirmed. 71

We decided to attempt to contact somebody inside 1643(a) and see if we could identify I knocked on the door and was greeted by a white male adult approximately 30 years old. I informed him I travel through the area from time to time and wanted information regarding room rates and local activities. She suggested we talk to her brother-in-law 1843(a)(2) 7 during our next visit. 243(a) lives on the same property but is out of town for several days. After speaking with 1843(a)(2) at 1615 hours we met 1843(a)(2) 1843(a)(2) lives one residence north of 1843(a)(2) is a full 1843(a)(2) blooded Native American and member of the Ute tribe. During our interview with 1843(a)(2) 1843(a)(2) there was some hesitation and resistance from 1843(a)(2) speak with us regarding activity on the ranch and the surrounding area. 1843(a)(2 specifically told us he does not like people snooping around the area. The activities are none of his business and are the business of the family and individuals who reside on the property. 1843(a)(2) became more willing to speak with us upon our reassurance we are employed by the property owner and were simply looking for additional information regarding the area and wanted to learn more about the culture. 73

1843(a)(2) advised he is aware of the Skinwalker book, although he has not read the book. 1843(a)(2) stated the activities which occur are generally accepted as normal by the area residents. 1843(a)(2) stated he has lived in the area his entire life. 1843(a)(2) stated he has observed unusual lights and advised he has been on the Utah Ranch property, to retrieve a dog a couple years ago. 1843(a)(2) stated he got the opportunity to see the "famous dog kennels" With respect to the description of the lights he observed, he saw several lights, which he initially described as what he believed to be headlights, however with the lights disappearing and reappearing and single lights traveling on their own, he does not believe they were headlights from any vehicle. We questioned 1843(a)(2 directly regarding the creature which has been reported by several individuals in the surrounding area. 1843(a)(2) acknowledged seeing the "invisible creature" ', as he described it, several 1843(a)(2 years ago. stated he heard a loud growling / howling noise. 1843(a)(2) stated upon hearing the howling sound he became, as he described it as being, paralyzed. |1843(a)(2 stated he was watching the creature, listening to the noise for what ended up being nearly three hours. 1843(a)(2) stated along with the howling noise, he could hear the creature breaking tree branches in the wooded area directly east of his house. 1843(a)(2) stated he had been outside looking for his dog, when the sighting occurred. Initially there was some hesitation to speak with us as statements were made by these individuals whereby they admitted to actually being on the Utah Ranch property a few nights prior. (243(a) advised we were from the UFO Ranch and stated (talking to the unidentified white males) " ...you know, the place where you guys went the other night..." There was some argument between (1843(a) and the unidentified while males who denied being on the property. After acknowledgement by Inv and myself AP Person we were not there investigating any type of trespassing, all parties opened up and were more willing to speak with us. However the two adult white males continued to refuse to provide us with their names. 1843(a) stated on three separate occasions, over the last three-years, he has witnessed a large dog like creature to the rear of his property standing on its hind legs. On all three occasions the creature was seen either standing or running on its hind legs with its front legs swinging near its side. On one of the sightings 1843(a) and his uncle 1843(a who were target shooting directly behind their residence, shot at and appeared to hit the creature from a range of approximately 75-feet with a .30-.30 rifle, causing the creature to bleed thick black blood, although these shots did not appear to kill or have any significant effect on the creature. Initially 1243(a) stated the only thing he knew about the property was about a cow mutilation several years ago. After some additional unrelated conversation, one of the small children advised they had researched the Utah Ranch property on the internet, and had observed some lights. The lights were last observed about three or four months ago, however a more specific time frame could not be determined. They described the lights as being completely white and believed to have originated from the area surrounding the Ranch property. 76

They further described the light as a circular type orb of light with a smaller red light traveling around the host light. Initially they were uncertain as to the exact height of the light; however they stated it was less than commercial airline traffic height and was about the size of a grapefruit held at arm's length. They stated they watched the object for approximately 20-30 minutes, beginning at about 2300 hours. None of the witnesses were able to identify the object. Several times they simply described it as a ball of white light with a red ball of light traveling around it. 1843(a)(2) then advised, going back to the creature, they had experienced a couple of unusual sightings directly behind their house. 1843(a) stated the first encounter happened about two years ago. 1843(a stated he was with his uncle when they observed what they originally believed to be a dog of some sort. (343(a) stated when they first observed the creature, it appeared to be a dog on all fours, however as they watched it; for unknown reason, they stated, it rose up and began walking on its hind legs toward them. 1843(a) (2) stated the creature, when standing on its hind legs appeared to stand over six- feet tall. (1843(a) (2) stated he believed the creature had reddish fur. This fur appeared to be shorter in length. The most noticeable feature of the unidentified creature was the deep red eyes. ((313(a) stated on all fours the height of the creature appeared to be well above waist height as compared to him. stated he did not stick around to get a good look at the face of the creature as he was very frightened. 1843(a)(2) were both relieved to hear there had been other reported sightings of similar creatures. the initial sighting. 1843(a) (2) stated he estimated the creature was running with approximately five-foot distance between each stride and covered a great distance in a very short period of time. 1843(a) stated about two or three months ago (fall 2009) he had another encounter where he witnessed an identical creature to the first encounter. On this encounter: (1343(a) stated he was with his younger cousin and they were in the same general area as the first encounter; however he observed the creature from a distance of approximately 50 yards. Again 1843(a) (2) stated the creature moved with a great deal of speed. 1843(a) (2) stated he was along the creek when they heard some splashing in the water behind them. By the time they turned around to see what was behind them, they heard the brush on the embankment rustling. As they climbed the embankment and got to the top, (213(a) stated both he and his cousin observed the dog like creature running on two legs, in a north-east direction away from them. (1843(a) stated the creature appeared darker in color; however he stated it was quite a ways away; however 1843(a) 2) could clearly identify pointy ears. 1843(a) stated the sighting occurred around noon time. 1843(a) stated he felt as though it (the creature) was identical to the one he observed on the prior sighting. 1843(a)(2 stated on both sightings the front legs appeared to be more like arms than dog legs. 1843(a) stated it was difficult to explain. 1843(a) (2) stated about 18-months ago (spring 2008) he and his uncle was target shooting directly behind their residence when they observed the dog like creature. 11843(a) stated the creature was on the edge of the embankment, near a dead horse which was in the ravine. I advised (2) we would be returning to the area within the next couple of weeks and would very much like to meet with him. We provided a brief summary of all of the descriptions of the creature which had been provided to us. 1843(a)(2) advised there is a ranch down 1843(a)(2) near the town of Ouray, which is named Werewolf Ranch. advised you can see a lot of them down in that area. 1843(a)(2) did not provide any additional details as to the location of this Werewolf Ranch. spiritually tuned in to their surroundings and beliefs. 1843(a)(2) important aspect is an understanding and awareness of the beliefs. said a very 1843(a)(2) stated they legends are part of the Native American culture and spiritual beliefs. 1843(a)(2) stated as part of their beliefs and one particular story involved the Native Americans, specifically members of the Choctaw tribe, observing Christopher Columbus prior to his arrival in the new world. 1843(a)(2) stated Native Americans had a pow wow and witnessed an individual standing on a rock, when one Native American attempted to speak with the individual, the unknown person did not speak and was referred to as "Waceja" (sp) which means white man. This particular member of the tribe looked into the bag carried by the visitor, which included weapons, ships and tools of warfare. 1843(a)(2) advised the white man advised they were coming to kill the Native Americans. 1843(a)(2) did advise a possible answer for the recent surge in sightings could be due to the current generation of Native Americans losing their heritage and losing the ways of the older generation. 1843(a)(2) stated back in the day, these creatures were used as scouts with their original purpose to seek out food and water for the tribe, stating this is what they were meant to do, however, now they are used to hurt people and harm people because this is what society as a whole has become, possibly indicating the harmful nature of the creature is a product an ever changing society. 1843(a)(2) stated this type of activity is primarily practiced in the southwest United States. When we asked as to whether the creature can take different forms, 1843(a)(2) stated yes, but primarily they take the form of a scraggy or a mangy dog-like creature. 1843(a)(2) clarified these creatures are not the spirits of individuals who have passed; rather they are actual individuals practicing in what he referred to as witchcraft, as it pertains to their spiritual beliefs. 1843(a)(2) stated these creatures nearly always take the form of dogs. 1843(a)(2) 82

We asked 1243(a) if there were any other incidences or memories she could recall. 1843(a) stated when she was younger; she and her brother saw a ufo and were subsequently interviewed byla? Person 1843(a)(2) believed this interview took place in 1968 - 1969. 11843(a) (2) stated this sighting occurred about three miles east of Randlett and near the area of Pelican Lake. 1843(a) (2) described the object as a silver, flat-bottomed, dome on the top. 1843(a) stated the object was not a saucer. She advised the object was the size of a normal room, approximately 12'x12'. She stated the object the simply hovering above a small group of trees where all the area children used to play. On 11/17/09 at 1700 hours as we were concluding our day, we returned to the 1843(a)(2) and spoke to 1843(a)(2) 7was previously interviewed and during out conversation with him regarding additional lights in the Pelican Lake area, advised about 13 years ago he physically ran into a dark colored creature. (1843(a)(2) said he could not describe the smell, other than to say it was the worst thing he has ever smelled and nothing compares to it. This description is similar to the sighting of 1843(a)(2) in September 2009. 1843(a) (2) has also seen large dog-like creatures which walk on their hind legs. 1843(a)(2) had a very matter of fact attitude about him when discussing these experiences. 1843(a)(2) is very direct in his answers and makes constant eye contact. Like many other witnesses to these creatures, many do not seem to care if people believe them in their experiences. It will be beneficial to obtain additional information from (343(a) in the future and possibly arrange a more convenient time to meet with him outside of his work environment. Conclusion of Utah Trip While we continue to make strong headway into the Uintah Basin, we are barely scratching the surface. We continue to develop relationships with previously interviewed residents in conjunction with meeting and interviewing new and additional witnesses. Gaining access to Uintah tribal members and learning of their heritage and spiritual beliefs remains a focus of this investigation. This 93

Seed Germination Protocol 1. Soak seeds in water for 30 minutes. This allows seeds to absorb water allowing for faster germination. 2. Place three sheets of paper in petri dishes and add enough water to moisten paper. 3. Place 10 seeds of each seed type onto paper to maintain adequate spacing. See Figure 2 for pattern of seed placement. Set up two petri dishes per seed type per location. Choose a location with high activity and an area of low activity. 4. Place petri dishes on a table that is out of the flow of general traffic. See Figure 1 for setup. 5. Depending on humidity levels, add water as needed. Do not allow paper to dry out. 6. Try to maintain a consistent temperature, as close to 70 degrees as possible. 7. Check seeds for germination twice a day, once in the morning and once at night. See Figure 3 for pictures of actual seed germination. 8. Take close up photographs of seeds during examinations. Make sure seeds/seedlings are visible on photos. Use attached sheet for recording seed germination. 9. Run experiment for full deployment or until seedlings become too big for petri dishes, whichever occurs first. Tamper-Proof Games Located on the Ranch There are numerous anecdotal reports from the security officers (see previous section— reports from security officers) of the unexplained movement, translocation, inversion or disturbance of penny coins that have been left at various locations inside and outside the double wide trailer on the Utah ranch. However, all of these anecdotal reports suffer from the obvious criticisms that they can be easily explained by (a) fraud perpetrated by the officers, (b) trespassers, (c) animals etc. In short these reports are difficult to interpret. Therefore, BAASS has devised a series of experiments for the Utah ranch that are assembled in Las Vegas, photographed, locked in briefcases and secured at BAASS and then transported to the Utah ranch. Although appeared 1843(a)(2) stressed, she did not appear to be overly emotional as she related the details of the incident. The following are the details that emerged from the conversation: has two Masters Degrees in psychology, one of which is in clinical psychology. She has only to complete her dissertation to receive a PhD in psychology. • The incident happened near Davis California between I-80 and Highway 99 on the night of August 16, 2007 while was driving a rental car from Las 1843(a)(2) Vegas to visit her sister in 1843(a)(2) Since it was a long trip, and was trying to arrive at her sister's house at a reasonable hour, she was traveling fast at 85 MPH. She agreed that the approximate date of the incident was August 16, 2007. • Since she is not familiar with Northern California; she cannot confirm the exact location of the incident. was becoming concerned because for some reason they were late and were expected at her aunt's house at 6:30PM but yet it was already dark. When turned to talk to her mother to express the concern that they were way behind schedule, she saw three "brilliant laser blue flying lights chasing each other" in a deserted field by the road. The balls were flying erratically at high speed around each other in a very strange way. • When first saw them, she thought the objects were several hundred yards away, maybe even half of a mile. Their car was travelling through a particularly deserted area with no houses around and no other cars on the road. • Suddenly the blue objects began racing towards the car. She described two bigger balls of light (softball size) and one baseball sized ball of light. One of the three balls flew right across the road in front of the rental car. The other two came into the car. The smaller ball went right through her Mother. The other larger, softball sized ball flew right over the dashboard. Both exited the right-hand side of the car. The episode was over in less than a second. Neither of the objects touched her as they passed through the car. Conclusion Many of the important BAASS projects, including Northern Tier, entry into classified archives, Project Oral History, as well as contacting key people in the military and private sector are on hold because BAASS currently does not have the Need to Know for this information. BAASS in collaboration with the sponsor has recently taken tentative steps to contact some organizations within the USG that may have access to material and archives. These contacts are at much too a preliminary stage to assess the likelihood of their success or failure. In spite of the above impediments, significant progress has been made in training and initially deploying BAASS field investigative teams during the fall 2009 months. A large part of the current investigations at BAASS are focused on the Utah ranch and surrounding areas. The BAASS MUFON relationship is being closely monitored especially since the case numbers that MUFON are alerting BAASS with, although improving, are still lower than originally expected. The BAASS database of cases is now larger than any other database owned by UAP organizations in North America. It should be noted that BAASS has initiated a separate Capella database for the events on the Utah ranch and surrounding areas, a report on which will be forthcoming in the coming months.
