Description from war.gov

This file contains correspondence from Mr. Percy Wackey of Avalon, California to Mr. Kenneth Arnold of Boise, Idaho. Mr. Wackey relayed that his wife and another individual reported observing six objects over Catalina Island on the night of April 28, 1949. A handwritten annotation and contemporary documentation associated with the letter indicate a conclusion by the U.S. Air Force that the incident lacked sufficient data for evaluation.

This file contains a May 1, 1949 letter from Percy E. Wackey (name garbled in OCR) of Avalon, Catalina Island, California, to Kenneth Arnold in Boise, Idaho. Wackey reports that around 8 p.m. on April 28, 1949, his wife and a schoolteacher saw six objects in the sky, flying singly rather than in a group. A few minutes later, his wife, daughter, and grandson reportedly saw four more traveling in the same direction. The package also includes an Air Force Project 10073 (Project Sign/Grudge-era) record card listing six objects, a civilian source, ground-visual observation, no photos, and a conclusion of "Insufficient Data for Evaluation." An AMC routing slip shows the item was forwarded from the 17th District, Kirtland Field, New Mexico, to AXS, with dates in May 1949.

The record shows how civilian reports sent to Arnold were passed into Air Force files. Duration, course, and physical evidence fields are blank or "Not Reported," which explains the inconclusive finding. The card's six-object count differs from the letter, which describes ten in two groups. The letter is partly illegible in OCR, and the full follow-up Wackey promised is not included. The record contains no redactions beyond declassification stamps.
