Description from war.gov

The United States Navy submitted a report of an unidentified anomalous phenomenon to the All-domain Anomaly Resolution Office (AARO) consisting of 20 seconds of video footage from an infrared sensor aboard a civilian aircraft in 2019. An accompanying Range Fouler Debrief, DOW-UAP-D090, describes the phenomenon as exhibiting “flight characteristics unlike anything [the observer] had seen in 28 years [of service] for the U.S. Air Force and U.S. Navy. The report characterizes the phenomenon as “small” and “travelling in a straight line [in the] opposite direction at high speed.” Video Description: 00:01-00:011: An area of contrast is visible near the center of the screen. 00:12-00:014: The sensor changes its level of zoom and display mode, flashing white before returning to normal function. The area of contrast exits the sensor field-of-view to the left side of the frame. 00:15-00:20: The sensor changes settings, causing the screen to flash white. No content. DOW-UAP-PR112 is a 2019 Department of War record released July 10, 2026, consisting of a 20-second infrared video captured by a sensor aboard a civilian aircraft over the Eastern United States. The report was submitted by the U.S. Navy to the All-domain Anomaly Resolution Office (AARO). The footage shows a small area of contrast near the center of the frame before the object exits the field of view to the left. An accompanying debrief document, DOW-UAP-D090, includes an observer account from an individual with 28 years of combined U.S. Air Force and Navy service, who characterized the object as small, traveling in a straight line in the opposite direction at high speed with flight characteristics unlike anything previously observed.

The record is notable primarily for the observer's experience level and the explicit characterization of anomalous flight behavior in the accompanying debrief. The video itself is brief and largely degraded by sensor mode changes that interrupt useful footage. No OCR text is available, the classification status of DOW-UAP-D090 is not stated here, and AARO's analytical conclusion, if any, is not included in this release.
